Where can I find a list of condo developers in Toronto to avoid?

Just do a web search.
There are numerious websites, blogs and forum entries with homeowner's complaints on builders/developers. The ones with the most complaints are the ones to be cautious of.

I doubt there is an official list, or some kind of consumer survey like J.D. Powers that rates developers.

From what I have been hearing is that most developers, even the most reputable ones, has generally suffered some loss of quality and customer service lately. That is most likely because they are building so much more and faster, and much bigger buildings that they couldn't keep up with what they are used to.
That's one of the pitfalls of a booming market.

Check out:
JD Power - Home Builder Customer Satisfaction Survey: http://www.jdpower.com/consumer-ratings/industries/homes.htm
Tarion: http://www.tarion.com/Services/builder_search.aspx
As @Allen says, forums are the best.

Thanks Jeremy.
I couldn't find anything on J.D. Powers regarding homebuilders/developers (it lists home improvement companies, realty companies, consumer products, etc. in their home section).
Tarion has been getting a lot of heat these past couple years simply because they are privately owned and operated, and haven't been protecting the consumers as much as they should be.

Try this link: http://canada.jdpower.com/ratings/homes/canadian-new--home-builder-customer-satisfaction-study/ You might have to play around to find exactly what you are looking for.
Tarion typically sucks for this, but it is better than nothing.

Can anyone share dynamic forums on this topic of "reputable developers" that have built solid, sound structures over time?
I am new to buzzbuzzhome.com. Are there other dynamic sites such as this or is this the best one?
Thanks!

If I were you I would start with the location (the BuzzBuzzHome map is really great for this) and then start analyzing the builders who you can choose from. This article I wrote for the Sun has some tips on what to look for in a new home builder:
