Do you think that builders should allow their homeowners to continually send in deficiency lists?

The typical Tarion rules are deficiencies can be brought to the builders attention at the 30 day mark, year end and second year. Besides emergencies, do you think that homeowners should be allowed to send in lists throughout the year?

I would imagine it would be a huge headache if they did, and really hard to control.

I always encouraged homeowners to give lists throughout the year so that by the time their year end came around, everything was completed, and the homeowner was happy. I did however explain to the homeowners that I did not want a list every week, they were only allowed to send a list every few months.
I would like to know what other new home customer service people think about this.
