Riddle Me This...

Could someone shed some light for me as to when during the development of new builds are the buyers incentives decisions made and by whom?

Buyers incentives are usually decided by the developer in consultation with their sales and marketing team/consultant. Most incentives are typically offered during pre-sales and after completion of a project. If sales are slower than anticipated during the construction period, the developer may look at by offering new incentives to spark sales.

Usually before a project sells it's first unit the developer and sales team have designed an entire sales break down with the promotions they are going to offer to who and for how many units as well as how much they will raise the price at each tier. Obviously if sales are going extremely well or vise-versa then changes may need to be made.
