Home prices drop in Vancouver and Victoria?

I just read on Buzzbuzzhome's Twitter feed that home prices dropped in Vancouver and Victoria over the past year.

The StatCan image that they referred to is below.

Also, what is the deal in St. John's and Regina?

What is the deal? It seems to me that prices are up in Vancouver (not sure about Victoria)? At least it feels that way.

Depending on the area, Vancouver West and Richmond have had an increase of about 19% since January of this year, note that those areas are mainly homes. For Downtown where it's mainly condos, has been a bit quiet.
