Do housing starts matter anymore?

The CMHC is showing that housing starts were up last month, but does it matter?

BuzzBuzzHome says that it is influenced by the condo market, http://blog.buzzbuzzhome.com/2011/10/full-steam-ahead-canadian-housing.html but this means that it has more to do with sales from a year + ago than current sales.

I would have to agree with the above. Housing starts, at least in the major cities, are not a good measure of the current market.
However, if things started to crumble would banks still do financing even if sales were on place?
